The Capitol Region Council of Governments introduces a great opportunity to become its newest Principal II Transportation Planner/Engineer.

The Capitol Region Council of Governments (CRCOG) is a voluntary Council of Governments formed to initiate and implement regional programs of benefit to the towns and the region. CRCOG is guided by the chief elected officials of its 38 member municipalities. The mayors, first selectmen, and town council chairmen who make up CRCOG’s governing Policy Board recognize that the future of the individual members is tied to the future of the region. Members have collaborated for more than 50 years on a wide range of local and regional projects. CRCOG is the largest of Connecticut’s nine regional planning organizations and serves as the Metropolitan Planning Organization (MPO) for the Metro Hartford area.

This position reports to the Director of Transportation. The incumbent exercises considerable initiative and independent judgment within an assigned area of responsibility, and work is subject to evaluation on the basis of results obtained.

This is a Full Time position (35 hours/week) Salary: $69,079 – $88,526

Principal II Transportation Planner/Engineer

Summary of Position

CRCOG is seeking a qualified professional to perform a variety of transportation planning and engineering activities within the Transportation Department. The primary duties for the person  selected  for  this  position  will  be  to  oversee  various  transportation  projects  and funding programs as well as to provide municipalities with technical assistance.

Essential Duties and Responsibilities

Manages   Transportation   Planning   activities   such   as   corridor   studies,   federal   funding programs, and special projects with a focus on highway and traffic. Oversees project selection, contract administration, and consultant activities. Consults with municipal engineers and public works staff and provides technical assistance. Assists in organizing Transportation Committee  meetings  and  activities.  Performs  other  tasks  as  assigned.  The  position  will require collaboratively working with others, including CTDOT and municipal staff.

Desirable Knowledge, Skills, and Abilities

Knowledge of and experience in transportation planning and/or engineering is required. Experience with federal transportation planning regulations; CTDOT policies; government operations; and project management is preferred. The position requires strong oral and written communication skills; the ability to speak in public; proficiency with word-processing and spreadsheets; the ability to prioritize work assignments of multiple projects; and effectiveness under pressure of variable deadlines. Candidates should have the ability to establish and maintain highly effective working relationships with directors and staff, committee members, elected and appointed officials, consultants, and members of the public.

Minimum Training and Experience

A Bachelor’s degree from an accredited college or university with a major in transportation planning,  urban  planning,  engineering,  or  a  closely  related  field  and  seven  years  of increasingly responsible experience. A Master’s degree is preferred. A combination of training and experience that demonstrates the necessary knowledge and abilities will also be considered.

Licenses and Certifications

EIT, P.E., or AICP is strongly preferred. May need a driver’s license or the ability to obtain.

Physical Demands and Working Environment

Primary functions require sufficient physical ability and mobility to work in an office setting.
