Summary of Position
CRCOG is seeking a qualified professional to perform a variety of Program Management and Purchasing activities within the Municipal Services Department. The primary duties for the person selected for this position will be to manage various Services and Programs including the Capitol Region Purchasing Council, Job Order Contracting, the Energy Consortium.
Essential Duties and Responsibilities
Manages various Services and Programs including the Capitol Region Purchasing Council, Job Order Contracting, and the Energy Consortium. Manages the annual/biennial bids for the Capitol Region Purchasing Council; reviews and makes specification changes based on requests from members and professional judgment with consultation from department director; analyzes and prepares all bid results and disseminates information to CRPC members via email and on the web; schedules and attends any CRPC member meetings; reviews and prepares savings reports for all CRPC members; generates invoices for membership dues and tracks all member payments, keep an accurate and up-to-date membership list at all times; reports on programs to members, and markets the program to potential members. Responsibilities include troubleshooting, contract management and reporting to members and Municipal Services Director.
With new projects, in consultation with the department director researches topic history, current market conditions, key players and decision makers; develops a plan of implementation including tasks and timelines; schedules and coordinates meetings; and develop summary and evaluation reports.
Desirable Knowledge, Skills, and Abilities
Knowledge of: purchasing best practices and CT regulations for competitive procurement; contract management and budgets; computer equipment and advanced uses of word processing, spreadsheet, graphics, database and other software; principles and practices of public administration; and research methods and data analysis.
Ability to manage a cooperative bid process and negotiate contract terms and conditions. manage Purchasing Council programs and contracts; operate computers and word processing software and other standard office equipment; communicate clearly and effectively orally and in writing; prepare clear, accurate records and report; coordinate and facilitate meetings; establish and maintain highly effective working relationships with managers, elected and appointed officials, staff, community and business leaders, the media, and others encountered in the course of work; handle multiple projects simultaneously and use good judgment in prioritizing work assignments.
Minimum Training and Experience
Senior: A Bachelor’s degree from an accredited college or university and five years of increasingly responsible experience in Purchasing or a combination of training and work experience that demonstrates the knowledge and ability to perform the duties.

Primary Functions require sufficient physical ability and mobility to work in an office setting.
