Grants and Contracts Specialist
The Capitol Region Council of Governments is currently seeking a part-time Grants and Contracts Specialist. CRCOG is a regional planning agency and administers or manages over $10 million in state, federal, and private grants every year. The grants and contracts specialist’s duties would include the following:
- Oversee the use of grant funds to ensure compliance with grant requirements. Ensure milestone and reporting requirements are met. Prepare necessary financial reports.
- Coordinate and participate in selection of service contractors and subcontractors based on required procurement processes. Prepare Requests for Proposals and Requests for Information as necessary.
- Negotiate contracts with selected contractors and assist in developing template contracts for use across all CRCOG departments.
- Monitor and evaluate the effectiveness and efficiency of contractors, including compliance with performance standards and federal, state, and local regulations.
- Review and monitor accounting and service records of contractors and consultants to determine actual costs of services.
- Validate amounts charged by contractors with contract provisions and applicable laws, rules, and regulations; approve release of funds to reimburse contractors; conduct fiscal assessments and analysis of contractor expenditure reports.
- Maintain a tracking system for status and progress of contracted services; prepare reports for management review.
- Demonstrate a continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide seamless customer service.
Requires Bachelor’s degree from an accredited college or university (Master’s preferred) with a major in public administration, public finance, business administration or a closely related field, and two years of increasingly responsible public sector finance and administration experience in grant administration or an equivalent combination of training and experience.
This position reports to the Finance Director.
