INVITATIONS TO BID FOR INDEFINITE QUANTITY CONSTRUCTION SERVICES
The Capitol Region Purchasing Council is putting out two (2) separate sets of Indefinite Quantity Construction contracting bids: Construction, and Road & Bridge Maintenance. Each bid will have a mandatory pre-bid meeting on Wednesday, October 28, 2020, times indicated below. Bid documents will be available at the pre-bid conference. Bidders must have at least $1,000,000 in available bonding capacity to qualify for award. A Planholder List will be published as it is updated.
The Capitol Region Council of Governments (CRCOG) invites sealed bids for two (2) sets of ezIQC® (EZ
Indefinite Quantity Construction) contracts for use by Members of the Capitol Region Purchasing Council, a program of CRCOG. These are indefinite quantity, indefinite location construction contracts for renovation, repair and upgrade projects. There is one contract for each geographic area in Connecticut (Northwest, Northeast, Southwest and Southeast) for a total of eight (8) contracts. Each contract has an estimated annual value of $1,000,000. A mandatory pre-bid conference will be held on Wednesday, October 28, 2020 at the Lincoln Center Hearing Room, 494 Main Street, Manchester, CT, at 9:00 a.m. for Construction and 10:30 a.m. for Road and Bridge Maintenance. Bid documents will be available at the pre-bid conference. Bidders must have at least $1,000,000 in available bonding capacity to qualify for award.

All Proposers will be required to certify that they are not on the Comptroller General’s list of ineligible contractors. Further, the contractor will be required to comply with all applicable equal employment opportunity laws and regulations.
This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state- funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
