Overview

Title VI of the Civil Rights Act of 1964 is the Federal Law that protects individuals and groups from discrimination on the basis of their race, color, and national origin in programs and activities that receive Federal financial assistance. However, USDOT’s reference to Title VI includes other Civil Rights provisions of Federal statutes and related authorities to the extent that they prohibit discrimination in programs and activities receiving Federal financial assistance.

The Capitol Region Council of Governments (CRCOG) is committed to ensuring that no person is excluded from participation, denied benefits, or otherwise subjected to discrimination under any CRCOG program or activity, on the basis of race, color, national origin, sex, age or disability.

CRCOG as a recipient and sub-recipient of federal financial assistance will ensure full compliance with Title VI of the Civil Rights Act of 1964, as amended, and related statutes and regulations in all CRCOG programs and activities.

Any person who believes that he or she has been subjected to discrimination or retaliation by CRCOG on the basis of their race, color, national origin, sex, age or disability may file a Title VI complaint. Complaints maybe filed directly to CRCOG or to the Federal Funding agency.

Complaints must be filed in writing and signed by the complainant or a representative and should include the complainants name, address, and telephone number or other means by which the complainant can be contacted. Complaints must be filed within 180 days of the date of the alleged discriminatory act.

Disadvantaged Business Enterprise Program

CRCOG has agreed to be the direct recipient of a Federal Transit Administration earmark grant for the City of Hartford. One of the FTA requirements for becoming a direct recipient is that we develop a Disadvantaged Business Enterprise (DBE) Program and adopt a DBE Goal.

After consultation with minority and women’s groups, community organizations, and other officials or organizations which “could be expected to have information concerning the availability of DBEs and non-DBEs,” and after submitting the draft Policy, Program, Goal-Setting Procedures and DBE goal to a 45-day public comment period, the CRCOG Policy Board adopted the documents on September 22, 2010. CRCOG has established an annual DBE goal of 10% for grants received directly from the Federal Transit Administration.
